He made the statement in an article published Sunday in the Times of India. Altman said India ranks as ChatGPT's second-largest user base after the United States. He also said India has the largest number of student users of ChatGPT globally. The growth comes as the company targets India's young population and more than a billion internet users. OpenAI opened a New Delhi office in August 2025. It adjusted its approach for the price-sensitive market by rolling out a tier priced below five dollars that was later made free for a year for Indian users. Altman said the company would soon announce new partnerships aimed at expanding access to AI across the country.
